What is a final bill in construction, and how is it different from an RA bill?

A final bill is the last bill on a construction contract: prepared after the work is complete, it settles the whole contract value, every running account bill already paid, every deduction and every adjustment, and states what remains due to or from the contractor.

Also called final account, closing bill.

Final bill in plain words

Running account bills are interim: each one pays, on account, for work measured since the last. The final bill closes the account. It brings in the final measured quantities, agreed variations and deviations, recoveries still owed and anything withheld. On CPWD works the security deposit refund also waits for the final bill to be passed, and clients often ask for a no claim certificate with it.

What is the difference between an RA bill and a final bill?

An RA bill is an interim payment for work done in a period, paid on account; the final bill is prepared once all the work is complete and settles the contract as a whole.

Why does final bill matter?

The final bill is where the last block of contract cash is settled: the balance of work, holdings released and adjustments agreed. A final bill that is slow to be prepared or passed keeps that money with the client.

Where does final bill mislead?

What the final bill must contain, how long the client has to pass it and which claims survive it are set by the contract and the law that applies. Check your contract and current law, and take advice before signing anything that goes with it, such as a no claim certificate.

What do people get wrong about final bill?

Leaving claims off the final bill
Some contracts treat a claim not raised by the final bill as given up. Put every open variation, deviation and price variation claim on record before the final bill is submitted.
Closing the project file at handover
The final bill is often prepared after the site team has left. Without an owner, the last payment and any release tied to it wait for someone to notice.
